If you are still using Windows XP, then you should be aware of PowerToys. PowerToys are additional programs that are released after a product is released. Some of the PowerToys are for fun but some add good functionality to the Windows experience.

Option to Resize

One of the good PowerToy is the ‘Image Resizer‘. This allows resizing any image file to a standard set of dimensions or to your own custom dimension. This option is provided by just right-clicking the image file, which gives a pop-up with the other settings.

Other Notable PowerToys are,
Virtual Desktop Manager (Or you can use Yet AnOther Desktop Manager which works even for Vista),
ClearType Tuner,
Alt-Tab Replacement,
Tweak UI and others.

Other Ways to Resize Image:

I use Microsoft office Picture Manager, which also allows to resize a image with predefined or custom width and height. In fact, it also allows to compress the file size of a picture, this helps for faster loading of pictures in a website.

Resizing the image makes sure that the image is of correct size when you upload it to a site or display it in a blog.

      My favourite PowerToy tool is the PowerToy Calculator. Just love it. It’s got a lot of functions! TweakUI is a great one!

      or if you want to auto resize pictures upon uploading it - automatically, the best freeware for the job is ShrinkPic - http://myfreeware.blogspot.com/2006/07/shrink-pic.html

      There is also a small software which can resize as well as convert the image into different format by just right clicking it. I don’t remember the name. :-)

      Irfanview is probably a better approach. It has many other interesting features.
