I hope Windows 7 fixes this. What finally worked: Control Panel>Programs>Windows Features on or off>TFTP. You check this box and Vista installs an ftp client, that ostensibly is for command-prompt ftp access, but lo and behold, once I had it installed, windows explorer-ftp also started working. It took several minutes to install on my machine so beware. But now, life is good.
